• Applicant is citizen of India.
• A OBC certificate must be issued to any of the paternal blood relative.
• He/she should be a permanent resident of their respective state.
• The applicant should not be fall under the category of Creamy layer which was specified by the GOI.
• Annual income of the family is less than rupees eight lakh per annum
